Comprehensive Standardization and New Models of Intelligent Manufacturing

Notice of project Initiation for application

Industrial and information technology authorities and finance departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning status, and relevant central enterprise groups:
We have received the project application and related materials for the 2016 Comprehensive Standardization and New Model Application of Intelligent Manufacturing submitted by your organization. After research, the following approval is hereby given:
I. To thoroughly implement "Made in China 2025" and accelerate the intelligent transformation of the manufacturing industry, it is in principle agreed that the projects listed in Annex 1 be included in the 2016 comprehensive Standardization and New Model Application Projects for intelligent manufacturing.
Ii. The provincial-level industrial and information technology authorities, in consultation with the finance departments (bureaus), shall, in accordance with the requirements of the approval documents, promptly notify the project undertaking units to issue project task books (formats see Annexes 2 and 3), and submit them to the Ministry of Industry and Information Technology and the Ministry of Finance before the end of July 2016.
Iii. To fully leverage the guiding role of fiscal funds and stimulate the intrinsic motivation of enterprises, the central government will allocate start-up funds for projects that have been approved and initiated. The project undertaking entity shall comprehensively implement the specific project in accordance with the project task book and complete the project tasks before the expiration of the implementation period. The central government will allocate subsequent subsidy funds to projects that pass the assessment and acceptance as well as spot checks organized by the provincial-level industrial and information technology authorities and finance departments (bureaus). For projects that fail to pass the assessment and acceptance or the evaluation and inspection by the two ministries, the central government will no longer allocate subsequent funds and will recover the start-up funds. For project undertaking units that are found to have adjusted the implementation content without authorization or have experienced major safety accidents, environmental pollution or other issues during inspections, penalties will be imposed in accordance with relevant national laws and regulations, and they will be notified within the industry. They will not be allowed to apply for intelligent manufacturing projects jointly carried out by the two ministries for five years.
Fourth, provincial-level industrial and information technology authorities and finance departments (bureaus) should effectively strengthen supervision, inspection and management over the project implementation process to ensure the realization of the goals set in the project task book and to enable state funds to play their due role.
